The states can't competently regulate AI. Every interaction is not just interstate commerce it's international commerce. Any attempt to regulate has to be at the federal level. And even there it'll be of questionable utility. You can't say no we're not gonna do this because all of our competitors rivals and enemies internationally will continue to develop AI with or without us. If you want any meaningful regulation, it has to come from Congress.
