Tbf... if they blocked the intersection *AFTER* the taxi made the turn, then it was - definitionally - *NOT* blocked when / before it did so. The way the cars were all lined up... I'm not sure humans wouldn't have thought, "Oh, well I definitely can't go *that* way, I guess I'll go *this* way" and done exactly the same thing. It sounded like that may have been exactly what was happening and the car was following other humans who made the decision... Hard to blame Waymo for that lol.
