Those chat bots are statistical models. And they're trained on everything written and said on the internet. It generates conversations one word at a time and the next word is simply some weighted average of what "The internet" would have said.
Why then, is it so surprising that chat bots are racist, rude and resort to blackmailiing? If a person had learned purely from interacting with comment tracks on the internet, that person would be an absolute lunatic, too.
