I think the question of liability is one of the biggest problems with autonomous cars. Beyond any technological challenge. Nobody wants to be responsible for the damages when they go wrong. The driving public is going to be extremely hostile to the idea of being liable when their so called "autonomous" most likely extremely expensive car kills someone. If they have to worry about that, I think the average driver would rather go without self driving capability.
Manufacturers are going to do all they can to push the liability onto the customer.
