When iron was discovered, weapons were democratized, smaller groups and nations got the opportunity to fend of far reaching empires and that's considered the biggest candidate that caused the fall of those big empires and gave room to more autonomous smaller states. Hinton's point is about that; the fact that automized militaries could result in big tyrant empires in the expense of free autonomous nations. Personally I'd agree that'd be catastrophic for many poor lives on earth, especially considering what we see in western powers' hypocrisy on human values in the recent conflicts and the more direct and equally dangerous asian block super powers.
