The "international community" merely seek to handicap legally compliant nations. That is not an unintended consequence. Necessity knows no law though it may require bullshitting naive children of all ages. Autonomous killing systems are absolutely necessary and thought it may be expedient to await events to enable them it would be stupid not to build them.
