AI I will have significant flaws based on the intelligence and competency level of people, who initiate it.
I've worked with programmers who are trying to balance and design a strategy game, and their flawed reasoning that they could not see drastically affected the outcome. They were concerned with how brilliant they were, and could consider flaws or improvements.
