Seems the whole framing is racist.
Why does the AI need to know the race of people to begin with? Implicit is that race is going to be a contributing factor into likelihood of committing crime or needing treatment. It's only something you'd be concerned with if your goal was 'anti-racism', as you have to feed it the racial data and tell it to correlate this to something. The only reason it needs such a capability of racial detection is for facial recognition or likelihood of allergy and medication requirements.
Once again it demonstrates how racism is born from 'anti-racism' - stop letting racists (i.e. 'anti-racists') make these programs and they'll stop being racist.
Or incompetent programmers. It's machine learning, not 'artificial intelligence'; people are designing the algorithm to learn in specefic ways, it doesn't determine its own fitness criteria.
