Dictators are not that clever and manage to control, at least for a while, much smarter people than them. That said this is possible only because of conservation instinct, which AI systems don't have intrinsically and would need to be programmed as well towards that effect, with potentially bad side effects as well. There will be no silver bullet to AI control, because every solution has limits that smarter beings will be able to jail break. So the next thing is AI wars with other AI, us in the middle. Not sure how that will work out. Next is we humble ourselves and accept our new condition and learn to live along these smarter beings. We'll have to adapt and learn to purr like cats did. But that also requires empathy. Back to square one.
