There may be a missing component in the autopilot systems that still need to be imagined. We humans respond well to hazard lights and emergency lights. The computer on self-driving cars may need something more computer-friendly than hazard lights or flashing emergency lights. Maybe a particular spectrum light flashing a code, or a radiofrequency, maybe sonar .... something that can emit from the stopped vehicles to alert the computer on the self-driving vehicles.
