At around 7 minutes you literally explain Neural Network learning algorithms in a VERY scuffed way. I'd say it does make sense because it learns alone from data you insert in it. Much like a human brain you'll need a lot of time to detect which exact dependency is responsible for what, but generally all these questions are applied to output whether the person is a criminal or not. If the algorithm guesses wrong it automatically rearranges all the weights until it gets a 100% score on a large amount and variety of people to guess.
