I've heard of a school run buy a Principal Thor, to eliminate bullying all the kids get to vote if a repeat offender gets to stay or get kicked out. And it's always hard to kick bullies out as they were a friend at some point, they all grew-up together. But the kids do it, they understood the gravity of their group decisions.
