If it's true that America, for better or worse, retained global dominance by using it's control of the worlds reserve currency to "incentivise" foreign brain power to move to America and further it's geopolitical and economic goals then AI IQ counterbalancing human IQ not from America, paying tax to the Fed, but from shipping container data centers on international waters paying tax to no-one would change the balance of power in the world and the people who are positioned to lost the most are the most likely to fearmonger about that change.
