I don't think it's possible to create a truly sapient AI on a digital only computer. Just a year or two ago, they discovered that the human brain is a functional quantum computer in some regions. We also know that other regions process information more like digital computers, and others still that process more similarly to analog. And it's entirely possible that the brain has other regions computing data in ways we haven't even conceived of yet. At the bare minimum sentience is likely a phenomenon that requires multiple different types of computing.
