To be clear about the motivations here: OpenAI and Google have no moat (basically patents protecting them) about any of this, there were internal conversation leaked about their internal freakouts about it. It means the little guys can come in and have all the cake if they deliver something better.
But if you freak the Senate out about it, they may create a costly licence to be allowed to do it that only deep pockets can buy, and all of a sudden, here’s your moat.
