What needs to be done is restrict who can upload videos to YouTube. Just having a gmail account does not automatically you have the ability to a YouTube upload video account. You have to verify with a hashed drivers license account that you would get from DMV. We need a hashed ID that can be generated from the government where it tells you where you are from but does not display that information on your account.
