My take on the business side; as comparison when hiphop started sampling in music, they were “stealing“ from much richer artists and record labels, so it was easy for them to force politicians to make regulations so they got paid. Because Ai is being developed by oligarchs against poor or merely rich artists, there is little chance for the artists to force the oligarchs to pay for their sampling. And they should get paid similarly. In the current corporate system, there would probably have to do some kind of revolution. It would need to be together with the working class (who are taught to hate artists, just as racism and anti immigrantism is used to keep people apart in their oppression
