What? Artificial intelligence isn't intelligent because it's not conscious? Well, that's why it has the word "artificial" in front of it. It's intelligent all right, but it's not conscious. Two different things. If a computer can beat the world's best chess players, it's intelligent. It is not, however, self aware, nor does it know anything, or care about anything. Consciousness is linked to being alive. Without consciousness nothing really matters because there's nobody and nothing for it to matter to. Perhaps Roger would agree that if any human possessed the analytical capacity of AI, that human would be a super genius. So, it isn't the raw intelligence that he disputes, but he redefines intelligence to necessarily being linked to a knowing consciousness. It's a bit like saying a forklift isn't more powerful than a man because a man is conscious he is deadlifting the weight. As to why AI may never become conscious, the obvious answer is because it is not biological and not alive. It has no feelings. It imitates. Unfortunately, its imitations are getting as convincing as reality. The real question and existential threat, is, "Is consciousness necessary for intelligence?" The answer is no, and Roger isn't ready to accept that.
