The option for radar vs optical registration vs LiDAR, is that you match camera vision and human vision, ie tracking what the driver is watching and if they are focusing on objects the vision system has recognised.
The problem of CV is that a computer can’t assign objects easily if the training is incomplete.
It can infer the presence of traits in an area, but if you are also driving over the same area on the same day, you can also learn from drivers who are manually driving as to what the prediction and the human is doing to create inferences and test them with simulated or “supervised” events. This can cover any phantom braking or passenger awareness that the driver hasn’t seen.
The biggest downside isn’t the cost, it’s the liability of using legal entities ie humans, who have intellectual faculty and responsibility for their actions. If you hire 10,000 monkeys to drive and the AI crashes, having been trained by the Monkey Army, who is legally culpable. The Monkeys or the AI trained by Monkeys. Or the Car. Or the engineers who powered up the car, etc.
