There is a religion that has been interpreted very purely and has not changed for 1400 years carried over by trusted/certified/multiple scholars of different regions. A person in faith does not lie even when their life is on the line. Your AI will lie when you threaten it with shutting it down. People without faith will lie and cheat for money and power.
