A friend of mine wrote a neural network database for Surrey Police (UK) in 1995, I designed the UI. It actually did a better job of predicting crime figures than their own people. They didn't want to buy it. I guess people are less freaked out by the idea of 'decisions' belonging to machines, although the concept of what is defined as a decision is very fluid, it allows for the extreme lack of accountability in law enforcement.
