I'm not a shorts "consumer", but let me tell you this: This type of issue isn't necessarily AI. As you said, I'm almost sure is a technical issue derived from reducing the data of the shorts content. They must be applying a HUGE amount of compression and have to denoise it after rescale it. In post production this kind of process is done via a median blur and a sharpening tool , and you get this kind of strange looking image. I don't think this is some obscure agenda to mislead the people.
