There is another way that AI can never become conscious or at least literally no one could prove AI would have consciousness. That is, we as a human species defined consciousness. Sure you can prove other species or animals have a certain level of consciousness, but it is impossible to know, let's say the full level of consciousness of a fox, unless you became a fox, which is obviously impossible to do. AI is not human, it is another "species" so to speak. Unless a human can become an AI and experience its "mind" so to speak, no one could know if or to what level of consciousness an AI could have.
People need to know and understand this and what Penrose is saying now, because in the near future, it can dramatically change the our own destiny. The good ending AI stories always end with humans recognizing the AI as conscious and have a free will and thus then deserve "rights". The Detroit Become Human stats prove that a vast majority of people believe AIs will become conscious and thus get "rights" even though it is literally impossible for any one to prove an AI will ever have a conscious regardless of how advanced it gets.
