Regulation... really? You think China is going to regulate do you?
I am not defending AI. But you cant stop other countries with idealism. No one should own or produce nuclear bombs "morally". But here we are. Do we go to war with any country who refuses to regulate, and do you understand how many wars that would produce in mere years? No one is happy that Korea and China have been violating copyright and straight up ripping assets from games/programs/music and reselling it under a new name. But how do you stop it other than war? You don't, which is why it's a problem even today. Also, because its a military threat, even if the public access to uncensored/unregulated AI may become limited locally, the government (by requirement of military necessity) will continue competing with other countries by any means necessary. Plenty of now declassified files we have access to prove this point.
