That's all any legislation to halt, hinder or regulate the research will do.
By contrast, imagine if all the worker slaves with 2+ jobs and no regular personal schedule used AI to coordinate a non political PAC to turn empty malls into short stay cheap rentals to lower property tax, then push out the elite plants that are ruining society a city at a time? And people no matter if a hick trucker or a coder/artist teamed up to TAX big business (AI or non) so as automation of one form or another expands we have UBI - Universal Basic Income - to handle the change comfortably?
