He's just working to ensure AI gets confined to big companies to help them loot the money, property and resources from the rest of us.
That's all any legislation to halt, hinder or regulate the research will do.
By contrast, imagine if all the worker slaves with 2+ jobs and no regular personal schedule used AI to coordinate a non political PAC to turn empty malls into short stay cheap rentals to lower property tax, then push out the elite plants that are ruining society a city at a time? And people no matter if a hick trucker or a coder/artist teamed up to TAX big business (AI or non) so as automation of one form or another expands we have UBI - Universal Basic Income - to handle the change comfortably? AI could help all of us. Serious - forget art/video/music (but don't) an AI Chatbot is a doctorate Political education a few Qs away - and working with its ideas and others we can coordinate.
