Thank you for raising this most pressing issue with the urgency it deserves and requires. Another angle is workers' organisations. They should handle their members benefits such as essential health care cost, job loss indemnification and retirement allowance. Financing sources would be membership fees and taxes on capital as you mentioned. About half that money would have to go to purchasing tech companies stocks ensuring both portfolio value growth, re-investment and an increasing flow of dividends as robotics and automation get generalised. There is not much time left, but if such organisations become financially influential enough with a mission to serve the human part of the equation in the shift from the Value=Capital+Labour model to the Value = Capital model, then workers get a foot in the door as well as a seat at corporations' boards. The mistake of Capitalism was always not to consider Human beings' well-being the cardinal objective of economic activities. If governments everywhere keep putting their heads in the sand for another few months about this, our societies will collapse. Simple as that. The current model can in no way, shape or form absorb and sustain the brutality of the changes that are currently occurring.
