Tesla is simply bean counting, just like Ford did with it's Pinto. Ford calculated it was cheaper to pay out claims than fix the vehicles. Tesla calculates their stock valuation is far higher than necessary to pay out any claims and would crash if they admitted the real state of "Full Self Driving (monitored)"
