You can't solve the problem so easily by preventing someone from advancing artificial intelligence, even for military purposes. By doing so, you'll only be telling your nation not to have destructive artificial intelligence. This will only put you at a geopolitical disadvantage compared to nations that don't have this kind of restraint, such as Russia and China. The words of this gentleman make me think he's a Chinese or Russian agent trying to undermine American sovereignty.
