Ok, hear me out.
Step one: Draft a law, stick it in a folder marked 'Heritage Foundation Honeydew List', courier it to every republican lawmaker.
Step two: Get a couple of teamsters ("big guys, strong guys, never cried in their life") near Trump and stage whisper something scary, like suggesting illegal migrants might attack the trucks, or say China or Iran or George Soros are funding Aurora, or point out that the word "trans" appears in their documents multiple times.
Step three: Trump will tweet a half-coherent rant about the matter, his toadies will look for a way to use this to win favour. Luckily a bill saying each truck, driverless or not, must have two armed border patrol guards and an ICE agent on board at all times has just landed on their desk (see step one).
Step 4: Thank Trump for deputizing every truck driver in the country to help keep the border safe. He likes being thanked, and will simply accept that he must have done the thing he's being thanked for.
Step 5: Trump will tweet and ramble about how he came up with the idea to deputize every truck driver and how Obamiden would never.
Step six: Return to work, bring a gun. Play the 'Convoy' soundtrack at top volume.
