AI is not a tool because no hammer will build you a shed by itself. AI companies are telling it's a tool only to make it seem to the public that "AI is harmless! It's for artists' own good, they can use it as a tool to make art easier! :)" meanwhile the "tool" is doing all of the work from the expense of other people's labor
A good example of AI tool is improvement of a step in process of creating digital art. Like creating base colors quicker, making lines that YOU draw smoother or making some tedious repetitive tasks in art process automated. NOT creating the whole thing with AI because then you are just sort of a "commissioner"
