Musk is a very smart man.
There are regulations for AI, however they aren't government enforced. The Turing Test and Turing Restrictions are regulations for AI, just not actually globally implemented.
As long as we do not allow AI to edit or modify their OWN code, there shouldn't be any serious problems.
Programs cannot exceed their code, as long as they cannot edit their own code.
