I'm willing to bet this was just a random HR employee that wanted to add a tiny bit of flair to an email, so they just went to google images (or rather, the chinese equivalent to that), and picked the first image there.
yeah it's official, but not every single area has direct access to the art department, and the internet is full of AI images now... so yeah... I don't think the outrage is warranted
