I am not sure if Neil thinks about the social consequences of such advancement without having safety nets. Technological progress means nothing on it's own. He really missed the point about atomic energy v. bombs.
It's not about 'bad actors' at all, which is a concern of course. It's about EVERY industry getting hit just as horse industry all at once. Not to mention that it's in direct conflict with how much energy we can safely make to feed AI's appetite.
