"Very well regulated" doesn't exist. That is the catch 22. He keeps mentioning capitalism needs to be well regulated, but we have seen time and time again, the most regulated industries in the world are always the most corrupt and nefarious. This is because regulation gives nefarious actors a competitive advantage because rather than creating the greatest product for humanity, they can better serve their shareholders by corrupting the regulatory bodies and wielding them as a defence against competition. The natural forces of the free market have proven time and time again that they are far more fair and effective regulatory mechanisms that government regulation.
Furthermore, as discussed in this podcast, even if you limit or effectively regulate AI in your market, there is nothing stopping bad actors in other markets or those working outside the reach of regulators. AI isn't like a Nuke where you can track the movement of weapons grade radioative materials. Anyone can work with AI, its impossible to regulate. All regulation will do is stifle the honest ones.
If the only solution is more regulation, there is no solution.
