Aside from needing at least temporary moratoriums passed by government units, there needs to be a grass roots movement to pressure Google, Amazon, etc. to reduce AI use. Really, commerce doesn't need it the same way science does. And, if we don't want those centers in urban areas, what's the alternative? They're being built in deserts, and near small towns and displacing farms. Should they also displace forests and prairies and wetlands? I hope your answer is a resounding NO! These huge data centers are bad for humans, wildlife, and the land. Until those huge corporations can make them smaller and sustainable they need to be stopped (and sustainable doesn't mean offset credits).
