It is different, because it takes a human TIME and Effort to learn from another human's art. And mimicking still requires skill and knowledge.
A.I. creates images stealing art from humans, by definition only humans can create art, a machine (A.I.) makes images. But they don't know anything about design, allegory, semantics and other cognitive tools humans use to design. They just use images that already are good designs therefore they out stuff that looks designed.
So yes they are stealing.
