By talking of increasing precautions cyclists, pedestrians and moto riders need to take, it effectively put them, not as victims, but as wrongdoers. I do not think you actually think that way to be frank. But the way you are talking about it, it looks like the cars should dominate the road in almost every situations. The thing is, there will always be kids that do not respect the laws and practices in place. Cars, human driven or autonomous have to be able to handle those situations .
