In a way, that's actually a good thing. The ban only blocks laws that directly target AI, and all these things that people want AI to not do are things that _people_ do as well and should probably be illegal regardless.
Don't target AI for problematic things that humans were doing even before AI, you're just creating a scapegoat for the ones that are actually causing the problem.
