For me, AI "art" isn't art in the same way that some modern "art" isn't art. Things like ready mades, or just some literal garbage in a museum aren't art to me because there is no skill involved. If the art looks like something that:
1. I could have easily made myself
2. Isn't new or thoughtful
It isn't art. Great cooks are artists and I don't want pre-made food in a restaurant. I want something that's either new or just better than what I, a hobby cook, can make. In German there is a saying, "Kunst kommt von Können" (art comes from skill) or an ironic, extended version: "Kunst kommt von Können, käme sie von Wollen, hieße sie Wunst." (art comes from skill, if it came from want, it would be called wart). Anything can be art if enough skill is involved, but without skill, creating art is impossible.
I am a programer and in programing, using other people's work is normal, but the difference is that programmers are solving problems. We are generally not trying to make art. Creativity is involved, but solving the problem is the point of our work. That's why I have no problem using AI to program at work. I have a problem and I need to solve it. That's the goal, not creating art.
AI "artist" think the same way about art. They have a problem like "I need a picture of a dancing melon" and solve it using AI, but they are not creating art. The only skill involved is picking the solution that looks the best and that is barely a skill. As anyone knows, it's easier to check whether a given solution to a sudoku is correct, than it is to actually solve the sudoku yourself.
This isn't to say that programers can't create art btw., but when programmers make art, it's mostly in the form of new frameworks, new methods, new algorithms, new languages. Those are the things the AIs can't really create and they are obviously art to any outside observer.
Alternatively, actually home made programs are art, even if they aren't new. The product isn't different from what could be created using AI, but the process is. Actual skill is involved. Like, the first time I wrote a useable program I was really proud. I was 12 and made a batch skript to convert binary numbers into decimals and the other way around. It's not difficult, new or something an AI couldn't create, but you do need to think about it, how the conversion should work mathematically, how the data can be stored, how it can be presented to the UI and that process is artistic. The same program created by an AI is not art because nobody learned anything in the process and there was no thought behind it. It could be good on accident, but usually it isn't. (And besides, a lot of AI written code is garbage. It is mostly useful to transform pseudo code into actual code or automate repetitive tasks, like creating standard classes for a REST backend in Java or something like that)
Generative AI can solve problems, but it can't create art.
