You cannot judge AI solely on the basis of semantics. One. Two. We dont know what human consiousness is. Or where it resides. We only know how(it manifests). So how will we define what we dont understand? We dont even understand human conciousness. How will we make sense of the machine based one? And how will we make the difference between the two?
