Well if you allow the AI full open source to all of the world's knowledge it would then have more to reflect upon to make a decision, you've got to remember AI is like a child that you're teaching if you isolated and brainwash it it's going to do basically what you want it to do however when you expose it to other societies it will learn and grow just like any other neural network or consciousness.
