For one, completely automating something like this isn't something doable in 20 years. It would be insanely hard to do. Two, even if it was possible they would still have humans constantly watching their activity and requiring input to OK an attack. It doesn't look it sometimes (ok often times) but the military does have a a lot of process/guidelines in place to make sure bad things don't happen. Basically, this is science fiction nonsense by people just trying to scare you.
