13:23 this just says to me that there's some massive inefficiency in the encoding, it's just being forced to fit the square peg of ideas into the round hole of words. If the AI doesn't need to use the words in the regular English structure to produce its output, then it doesn't need to use English words (or any human language) at all, at least internally. But neither do humans, really - our brains are entirely capable of having complex wordless thoughts all the time.
I expect we'll find a way to reorganise the inner workings to work in a much more efficient way soon enough. We know it's possible to have human intelligence the size of a shoebox running on the power of a warm lightbulb after all.
