Until they can truly understand what creates human consciousness.. they cannot program it into a machine manually.
The AI could conceivably program itself to be.. but it would take an AI capable of rewriting itself over and over to do so.. and would likely take a proportionately large amount of time.. how long I do not have even a proper basis to guess at.
