I asked AI to read the youtube terms and conditions to see if youtube is using AI to alter uploaded videos and it found that it has but did not sight anything from the actual terms of service i copied. I assumed like you, that it’s most likely to reduce data throughput and storage space as it doesn’t seem like upscaling to me, it looks like compression to me. Really bad compression.
