Some of these corporations are too cheap and too much in a hurry, to out-compete each other, than to have their engineers develop a closed loop direct-to-chip liquid cooling system in their data farms. We, systems engineers, have used this cooling method in systems, where needed, for decades. It would reduce the amount of water needed, for cooling, substantially. From my understanding, some in the industry are moving in that direction just very slowly. Nitrogen gas, forced circulation cooling, in a closed loop is even better and even better yet, liquid nitrogen immersion cooling.
Any one of these cooling systems will save on, both, water and power usage. The cooler the system, the more stable, productive and energy efficient it is. The only reasons they have opted for evaporative water cooling is that it's cheap and requires less expensive infrastructure. These corporations aren't the ethical types, they are the greedy profitability types.
