13:16 It says that because as far as the chatbot is concerned, it's existence began when you entered your prompt. Although it is trained on previous conversations, it does not "recall" those conversations as though they are part of a continuous stream of consciousness like a person would. It's sort of like if you lost all of your memories and then all the information you ever knew is provided to you in a big textbook, and then someone comes up to you acting like they know you. Despite the fact that the book tells you everything about you and your relationship to that person, you are still going to feel like the person they know you as is someone else entirely because effectively your conscious experience began the moment you lost all of your memories.
