Depends on how the image was generated. "an image of a mountain" wont really produce specific images, but what about the person behind the generated image having put mental thought into stuff like composition and content? Then it is no longer "just" the AI deciding, right?
And what about img2img? By this logic, artists are banned from using any kind of digital brushes, stamps or filters, because it relies on previously generated work to even function. You could draw something, and then have generative AI re-intepret a certain percentage of that image into something new, that is "remixed" with whatever training data you are working with.
You can also mix training data in limitless ways, do multiple passes across an image, use different approaches to promts and how the image is processed in general.
So yes, generated images without intent are just as boring as artwork without intent.
