The only reason why face recognition is less effective with darker skin individuals is because of the fact that they haven't been efficiently trained for long enough, along with the fact that some distinguishing facial features may not show up on the camera being used.
If you want less discrimination, get a better camera and train it with people who have more melanin. Inject it into the test subjects if you have to. It's for the name of racial equality.
