Failing a Turing test doesn't mean something is not sentient. There are lots of humans that can not pass a Turing test for various reasons. An AI will probably become sentient before it can pass a Turing test. Passing a (real) Turing test is so difficult that it removes all doubt whether an AI is sentient.
I am sure one day we will create sentient AIs. I also think we are far from that point in time. Honestly, this guy just seems like a crazy person to me.
